Step 1
Here create a new layer size of 500px by 200px Resolution 72dpi, fill the background with Light Green (), now grab the Type Tool and type text on the canvas with White color I use font as “Arial Black”
Step 2
Now make a copy of the text layer and place it under original layer then change the color to Black, right click on the layer and choose Rasterize layer then go to Filter => Blur => Gaussian Blur, set the Radius to 6px
Step 3
Select the duplicated layer and go to Filer => Pixelate => mosiac and set the Cell Size to 25square, looks bit blurry so we need to sharpen it, go to Filter => Sharpen => Sharpen do it twice by pressing Ctrl + F (Short cut key to repeat the same step ) on the keyboard.
Step 4
Now select the Original Layer and apply Drop Shadow to it, go to Layer => Layer Style => Drop Shadow below you can see the settings for it.
